Depends - Do you mean Underground in general or the tube lines?
There are two types of underground line - Cut and Cover (the older method) and tube construction
Tower Subway in London opened 2 August 1870 - Not the first underground railway but the first to use Tube construction
The City and South London was the first proper tube line opening in 1890 - its now part of the Nothern line

You have actually asked two questions.
The first London Underground line was opened on 10 January 1863 between Farringdon and Paddington using steam trains. Today it forms part of the Metropolitan, Circle and Hammersmith & City lines.
The first London Tube line was opened on 18 December 1890 between King William Street and Stockwell, now forming part of the Northern Line.
Outside London, the only other UK Tube system is in Glasgow which opened in 1897 using continuous cable system.
