Transfer to that department. If your school does not offer that degree, then you should find one that does and learn about their transfer procedure. Many of the first two years curriculum should be in common (math, humanities, basic sciences).

The University of Missouri-Rolla, the school I attended, offered a nuclear engineering degree and had a reactor of their own when I attended.

An interesting aside...I am an electronics engineer working to make nuclear instrumentation. I did not study nuclear engineering, but have ended up using radioactive isotopes just about every day to test radiation detectors and instruments that I have designed.

You could try joining the Navy as a nuclear officer.
