In Windows XP Pro: Start-> Administrative Tools -> Computer Management. Select Local Users and Groups -> Groups. Double-click Power Users, click Add, and add your brothers name. This will give him more rights but not full Admin rights.

Alternatively, you can go into Groups as stated above. Then, right-click on the Groups folder and select New Group from the menu. Create a new group and add your brother to it. Then go back to Administrative Tools -> Local Security Policy. Select Local Policies -> User Rights Assignment. On the right side you can double-click each right and add the group you created to each right you want the new group to have. This lets you fine tune things a bit more.

it sounds like you are using windows xp. If you try to run the software on his limited account it may ask you to install it again. This is just installing it to his user account. It should ask you for your password to be able to install the software. I wish I knew what software it was so I could actually help though.

Go into Account Settings, change his to administrator, install what you want, go back to the settings when you're done and change it back to a limited account. I had to do this with someone who has a limited account on my system.
