None as a practical matter. The United States will not extradite to China for the kinds of crime you can commit by phone or on the internet, which would be primarily fraud or some variety of identity theft.

And most countries will not extradite TO the U.S. for all the weird scams that are attempted here from foreign countries so everyone be careful.

Communist China by nature is criminal so what are you talking about? Do you want to arrest someone who sends information on freedom to some Chinese student and have the student arrested which the Chinese government would have no problem doing.
