take 6 coat hangers. Wire 3 of them together in a rough pyramid shape by joining them at the sides. Do the same with the other three. Take the two pyramids you've created and wire the bases together. Cover the resulting shape with aluminum foil. Attach this to a weather balloon and let it go. This will show up on any radar screen like a flashing beacon.

I have seen starter kit on radar in some surplus stores. It is not link huge radius or something. It can be use for motion detection on home premise or something like that.
