is there a term given to a person who cannot speak another language no matter how hard he may try to learn it?

In linguistic terms a person who only speaks one language is a "monolingual". But I don't know a term specifically used for people who can't learn more than one language.

There is a term to define this characteristic of speach which is used in Linguistic studies, that , monolingualism. This type of speach can also be defined for those that are generally deaf, speaking in a extremely restricted gutteral tonal pattern, nonlingual. sincerely

They would be monolingual.

.....but for someone who has tried but cannot speak another language you might say something like 'he or she is not a natural language learner'.
Such people do exist, just like natural language learners do, who pick up languages effortlessly. I'm jealous!

The one who cannot speak other language but his mother tongue is called monolingual.

as to bilingual being knowing 2 languages, they would be called monolingual. lol i don't think that's a real word but it would work. or you could just say they speak english, or spanish, etc.
