Yes there can be bad officers on any force. It seems to me that you are implying that all officers are bad. The large majority are good guys and gals who need our support.
Yes the bad officers need to be investigated. That is what IA is for.
Sending convicted former officers to prison can be a death sentence since many times there can be prisoners there that the convicted former officer put there.

File your citizens grievance anyway. But this is the honest truth:
Unless you have the abuse from the cop on tape, your grievance will be taken as a lie, and dismissed by Internal Affairs.
The cop? Oh, he still will continue to get his raises and even promotions as if nothing happened. Depending on his union, the complaint may, or may not go on his record. If it does go on record, it will not be without a note from Internal Affairs confirming that they found "no evidence" to confirm the allegation...No cameras, remember?
In your rage and disappointment, you'll write to the town officials, the press, and maybe even the governor. The politicians realize that it is not in the town's best interest to deal with a lawsuit from a cop violating civil rights. The press? Oh well, with so much crime going on, they'd rather keep their relationship with the police so they can get fresh scoop out to the readers and viewers. No cameras, remember?
So what should happen to those cops? Just let them out in society. Eventually, someone will be angry enough to take over poetic justice. This time, their cover up buddies won't be around to save his @&&

Bad police officers should be treated the same way all criminals are treated. They should be prosecuted and sent to prison or otherwised punished, and they should be immediately fired and de-certified as peace officers.
All of this should be subject to a thorough and impartial investigation to make sure the accusations are true. Some police officers have been unjustly accused.

This is a very tricky question......................
Knowing how many corrupted law enforcement officers there are it would be extremely hard to report any of them to another officer. You know the term, "Stick with your own kind", well law enforcement is probably one of the first agencies who founded the term. Think about it, if you were to walk into a police station and accuse an officer of, let's say a lued act on a minor, do you think the officer taking the report will actually take you seriously? Absolutely not, they would laugh you right out on your butt. And you know he would go straight to the officer you were accusing and let him know what you just did. Then before you know it, it's 4:00am on a Sunday morning and your house is being raided for drugs that were planted there by those same officers that you were just accusing. I watch alot of movies and that would be a really touchy situation to have to put yourself into. I do agree something does need to be done, but not by the public, by the FBI or CIA. I would feel more comfortable reporting something like that to them before I would the local police station. And yes, I do think they should be punished to the fullest, LIFE WITHOUT PAROLE.

I am involved in a case where a police officer lied on his sworn affidavit that lead to a search warrant of wear I was staying. I know that there are a lot of corrupt police out there.
The only thing I can think of is if more citizens start video taping them, sleeping in cars, beating people and doing harm to citizens so that they will stop.
Granted, they are not all bad, but if you are a good person and you say the wrong thing to one they will abuse there power. They will find a way to make life difficult for you. I wish there were an easy answer.

Abuse of power is a problem usually because of a lack of enforcing safeguards in the system to prevent these problems. This means that the problem is larger than the bad cops themselves. So other than the obvious answer to punish these cops, we need to look at the entire offending police station for superiors and coworkers willing to look the other way. This means education or job eradication for these not so innocent bystanders.

The bigger problem is that our nation has developed into a police first state. These officers beelieve that they are not just above the law, but above society and citizens generally. There was a time in this country when officers were respectful to citizens and recognized that they were public servants. Now they considered themselves "above" the people they are supposed to protect.
What needs to be done to clean up bad cops? We need to regain an educated populace who will demand their freedoms both from the federal government and from the oppresive state and local authorities.

Well first off ANYONE that does this type of crime deserves to have his nuts cut off.
Why are you targeting police officers? This happens in all walks of life. I agree we should be able to trust our police but just like we should be able to trust priest and teachers. Honestly study all statistics not just finger one type of profession. I am more worried about the teachers in our schools. Why would the officers be getting near your kids if they are obeying the laws anyway? Stop bad mouthing the people that you want to have save your life if you need them. You know you would be the first person to dial 911 and have them save your life.

Funny, you should mention the fact of bad cops, not just local but the federal agents etc. are totally out of control, since the adoption of the patriot act they are abusing the law more than ever. We have good laws and good reason to enforce them but law enforcement is getting out of hand, I myself am totally applaud of the way I have observed how our legal and law enforcement is abusing their authority in todays stressed and broke society we don't need anymore pressure.
