He plans on announcing martial law.
At that time, ANY dissidents will be imprisoned. He will not allow anyone to disagree with him. Any objection to any of his crazy schemes will result in imprisonment.
The camps will hold several million people, and they are already fully staffed, and awaiting the announcement.
If he looks like losing the election, then that will no doubt prompt the announcement of martial law, which suspends the Constitution, and then no election will take place.

Bush is the most arrogant, law breaking dictator the United States has ever had. He considers himself a law unto himself. Detention centers in the United States will generate more grief than even he imagined. It's one thing to build detention/torture centers in European countries Bush can threaten or bribe, it would be quite another thing to try and build these in the United States. But, as to why? Why would such an evil man build detention centers anywhere and then torture them and try to be unaccountable, is up to the voters of this country to ask themselves.

The detention centers are necessary to house the large human crews that will be necessary to land and service the alien's spacecraft as they arrive
