Hopefully he'll make a life of his own at 18. He should be going to college, going to work, or going into the service.
If he's past 18 and shows no signs of leaving, then give him a time limit to find a job, find a place to live, and get out. If he's not out by the date, you have to be prepared to set his stuff outside, like on the porch.
