It varies in all states. In most states, it is 16, but for some, it is 18. It is 14 in Canada.
The Constitution doesn't say anything about it though.
It's only law to keep the birth rate down (haha that doesn't help though) and because there isn't full separation of church and state. yet.

Not that I'm aware of. Look into your state laws, some states tried or did pass laws decades ago that would make premarital sex illegal.
