Not sure why everyone is missing this but:
This dude sounds pretty off. Why would he show the invitation to some other female he's hanging out with? Answer: To make her jealous or uncomfortable. Quality man.
Also, don't read too much into his staring at you a lot. Guys who date do this all the time and it often doesn't mean much. Except that he's horny.
Finally, I think your reason for wanting to write back when it's obvious things will work themselves out, is that you want an excuse to have more communication with him.

You don't owe anyone an apology, least of all him. Have fun at your birthday party and make it real special with the friends that show up.
If you see him, just be all nonchalant. Don't even let on that you like him. Go on with your life as though you didn't even sent him an invitation. Just brush it out of your mind. :-)
Perhaps he really couldn't come because of a football game, but still... If you see him staring at you again, just stick your tongue out and cross your eyes. hah!

ok, first don't write an apology. u didn't do anything wrong. u didn't invite him as the guy u wanted to hook up w/, u invited him as a friend. and it sounds like u don't no his gf (if its his gf) so its not a big deal that u didn't invite her. and myb she doesn't want him hanging w/ u b/c she nos that he would like u more than her- and then ud have a bf and she wouldn't. but don't write an apology for inviting a friend, that makes it look worse.
he probably does like u but is really confuzed and doesn't no who he likes more, give him a little time.

She is either his girlfriend, or she has a big crush on him, the same way you do. So now she's feeling threanted by you because its possible you could get him 1st. (Or she could be jealous she didnt get an invite)
