Turn it off and back on again?

If you mean how do you get into safe mode AFTER it reboots, then press F8 about once every 1-2 seconds until you see a menu. Don't press it too fast, too many times or you'll fill up your keyboard buffer and it'll go BEEEEP BEEEEP BEEEP BEEEP.

Press F8 when the computer is booting, then you can select the mode in which you wish to run. This works with all Windows O/S.

Try pressing F8 repeatedly while your computer boots. That should bring up a menu, allowing you to choose safe-mode.

This is based on XP, as I've never used 2000.

restart your computer normally, and right before the windows logo appears press F8 and choose from the menu to boot in safe mode,

When you turn on your computer keep hitting the F8 key repeatedly.

I think its F10, Restart your pc and look for the start up options. It will tell you what to use
