Hm. Maybe it's when the persecutors feel enough guilt to start changing their behavior -- or at least their opinions -- and the persecuted take advantage of that to force more changes?
Example: The mixed reactions in Britain over the Danish Muhammad cartoons. Some Brits are actually taking seriously the demands of radical Islamists to censor the news media in order to avoid "offending" believers. If this were to become law, it would obliterate the concept of a free press, and all because of a few nuts who won't be satisfied no matter what measures may be taken to appease them.
