So I guess everyone's heard that cops pull more people over for dumb reasons at the end of the month because they've got a quota? is this true?

A quota system is illegal. That being said, some police administrators do reward officers for the amount of tickets they write. Most do this not for the money the tickets generate but because it motivates officers to be proactive. The rewards come in the form of better assignments, choice training opportunities and consideration come promotion time. Some administrators require officers to have a minimum amount of contacts with the public but do not require the officer to write a ticket for every contact.

My teacher says no. Saying like Cop Charlie is letting people go a lot. Where Cop Bubba is pulling a few over, and writing tickets. An Charlie has gave out no tickets. An so the Sup. says Charlie what is up, and gives more tickets just to make it look okay.

In the past some departments had quotas, but I don't know of any that do any longer.

Also even the ones that did, most officers did all the tickets at the first of the month to get it over with.

It depends on where you live. Most county and city officers don't have quotas but state agency's do even when there not supposed to. They give officers with the most tickets or arrests the choice jobs more of an incentive you could say. It really all depends on what state you live in

No quota's in NY, but when you go to turn in your monthly report and it is a little thin on tickets you may find a little motivation to write a few more.

Most people I know in law enforcement have basically said this is true. Also depending on what area they are sweeping at the time, this can lead to more tickets also.
