Find a local artist that does pet portraits & just give them pictures of your dogs. Hey, if you lived near me, I'd do it for you! Go to an art supplies store near you & see if they have a bulletin board near the door advertising local artists. Or you could go to art & craft shows to find artists. Or if you or someone you know is a computer whiz you could probably do something in photoshop to substitute your dogs for the ones in the painting. You'd have to have some digital pics of them in the same poses & then paste them in.

If you want it done cheaply, but in a high quality way contact your local high school (one that has a fairly good art department) and see if you can contract one of their AP Studio Art students to do it. A student doing well in AP Studio Art is likely very talented and will not charge much, but do a very good job. (Most AP Art students are going to art school as this is a college credit course.)
