They are funded by sympathetic people, especially rich ones. bin Laden comes from a rich family, so he bought some of his own stuff. Police in those areas are either afraid of messing with the terrorists or are in league with them. And agents are hard to get into terror cells cuz they have to be Arab looking, trustworthy, and the cells have to be located
