I want to be able to quickly lookup highway traffic before I go out (so I do have access to the computer). How can I do that?

Check out CP24, which is on cable 24 IIRC. It toggles between angles of all the major highways.

Click on the word "Traffic Cameras" on the following website:

I realize this is a weather website but they show you what the Ministry of Transportation cameras see, which is what a lot of the news stations use as well.
