Should I ignore it or refer him to my neighbor who I think believes in him?

That would be cool because I am agnostic and I have no religion. If God exist then he would have no religion either, it would not make sense for him to pray to himself.

If you have accepted Jesus CHrist into your life, then you will know if this is God, if you believe in another religion, you are basically saying God does not matter, when God loves you and created you, that is a put-down directly to God, Can you be sure if this is really God coming to you, you have to be sure, Satan can full you in many ways, even taking on a look, so beware, the only way to really ask the Lord into your life is to Invite Jesus Christ by asking forgiveness for your sins and repenting, then you will receive The Holy Spirit if you are true and mean what you are asking, then you will know whether you were being fooled or not, God never asks anything immoral or bad of us, only to accept that Jesus Christ died on the Cross for our sins, and to love one another, share the good news of Christ, and follow into an eternal life with our Saviour. I pray you find the TRUTH and don't get left behind, because God has wonderful plans for each and every one of us, if we only accept Jesus Christ.

I would just take him by the hand and return him to the nut house across the road - they keep getting loose all the time. Fun to watch!

Talk to him any way, why not? Could be interesting. If he says that gotta get to know Jesus before you get to Heaven or if he wants you strap bombs to yourself and blow people up - send him to your neighbor!
