I'll join the fray. Pasta is the main ingredient - cheap, and accepts all sauces. And I'll give you my recipe for sauce, so you don't have to try to digest those ready-made ones.
Begin with 2 Tbsp of flour
Add 2 Tbsp of butter (margerine usually does just fine)
Stir with a fork. Put into microwave for a few seconds, and stir again.
Add spices (any of the following, and experiment with small amounts) ground black pepper, rosemary, basil, tarragon, turmeric, cumin, paprika, nutmeg, cloves) - just one or two of these will do fine)
Stir again
Add 1 cup (8 ounces) of milk (or water, or broth made from stock cubes).
Stir.
Put it in the microwave, and pay attention. Start with just 2 minutes, take it out and stir - and continue. Don't let it boil over, or you will have to clean the whole thing up.
After a while, you will find it has thickend a little. That is fine. Take it out, and stir some more. At this stage you can stir in cheese. Let it sit for a minute. Pour over whatever you have cooked for the meal - broccoli, hamburger, or just plain pasta.
You can make it taste different for each time you cook it. Other people will be impressed with the unusual flavours (don't push this one too much, though), and the whole process takes less than 6 minutes.

My daughter has just left for University and she cant cook !..so I have sent her with one basic recipe that she can experiment loads with.
Fry chopped onion and garlic together until soft.. add 1 tin of chopped tomatoes.. << thats the basic sauce and to that you add what you like, chopped veggies and pasta for a one pot meal..(extra fluid needed in this case and some tomato puree).. add some sausage or bacon or better still, store cupboard items like tin pulses, ie chickpeas, black eyed beans which are really good for you and are alot cheaper than meat. Herbs and spices can also be added, but this bumps up the price. Whatever you make can be served with potatoes, rice, pasta or noodles...

Boil a cup of rice in two cups of water until the water is absorbed, then add in a tin of beans and a tin of tuna.
Heat through, add a little tomato ketchup, a little mayonnaise and some ground black pepper and you're done!
Quick, cheap and quite healthy too! Tastes yummy, even though it sounds disgusting!
