Party at home with friends/neighbors. I'm a native Californian, born in Los Angeles and middle-aged. When I was younger, there were countless places to go for New Year's downtown: awesome nightclubs, cruising on Hollywood and Sunset Blvds., house parties...but times have changed and LA isn't a safe city whatsoever. It's not being middle-aged now that makes me prefer to stay at home and avoid drunk drivers, heavy police presence and truly bizarre people; if anything I'm very experienced on the streets now. But there's just too big a risk factor for being in the wrong place at the wrong time in L.A. on New Year's Eve that would change me and my friends' minds about celebrating publicly. But actually, we have more fun and can get as wild as we want and not worry about staying sober just to drive home.

Go to the Beach, It may sound funny but if you are from back east or the Midwest it could be a quite pleasant 65-75 degrees
If you just want to stroll go to Venice or Santa Monica
If you want to hit the sand ----and you are 20-30 something go to Manhattan, Hermosa or Redondo Beaches. Good sand and plenty of cafes, bars and eateries.

Disneyland has a great New Year's party too... the Rose Parade is wonderful if it isn't raining or too cold. You can actually camp out on Colorado Blvd. and enjoy the festivities all night long.
