How do you say "what is happening" or "what is going on" in French?
(Yes I've read a lot of French, yes I'm stupid, yes I'm tired)

No, It's not "ça va?". It's more part of an expression like "Could you please tell me what is going on?" or such.
I just can't all those little words like que, qui, ce right :)

"Qu´est-ce qui se passe?" =what s up/ going on
This question implicates that you really want to know what s going on exactly and it mostly refers to a process and not only to a simple action.
e.g. there s a quarrel between two children and you want to know how it came to the quarrel, what they re arguing about etc.
"Qu´est-ce qu´il y a?"
Is used when you just want to know what s happening or what happened (less details!)
e.g. you heard someone shouting, you re not really interested in the bloody details- answer: there s a quarrel between two children.

I think you're looking for "Qu'est-ce qui se passe?". That's what people ask when they want to know what's going on or what is happening.
