Fill your cup half full, multiply the time by 2, and, Viola....you will have the answer.
If you are blond, do not attempt this.

It all depends on where your water is comming from, and the rate of flow. A standard faucet would take a few second if opened all the way. It could take hours if you apply 1 drop every few seconds. It can take less than a second if you fill it out of a filled buchet or large body of water.

Rate of flow, volume of water per second would answer your question.

If depends on what you use to supply you with water.
If you use the sink...probably 3 seconds.
If you use the water jug...7 seconds.
Out of the bubbler...10 seconds.
