I use Quickbooks Pro. Price is reasonable and the proggy works properly.

This can be done for you in Visual Basic, you need to set up a database, decide on report formats, and the GUI. Not sure how busy he is, but a former instructor of mine writes custom software that will perform all these functions for you.
