Read the constitution, it deals with the seperation of powers. If one branch of government had total power to legislate, regulate, tax and amend the constitution, that would be giving too much power to a single branch of the government. Our founders were very wise men, They understood that ultimate power ultimately corrupts. So they seperated the duties and responsibilities of the government in order to insure equality for all, for all time. BTW. very good question.

Once you understand the Constitution, it is the Legislative Branch that makes laws and the Executive Branch takes those laws and in forces or dictation how the laws are to be enforced. The Judicial Branch of the government is suppose to define, determine and explain the constitutionality of these laws. Therefore the Executive Branch of the government has nothing to do with making laws or amending the constitution. That is up to the Legislation Branch.

Because writers of Constitution were not dumb. President can't veto amendments, so person holding office cannot have too much power, but congress needs super majority to pass one.
