Have another look at the X: > to meet < A profile of to lips kissing.
It is commonly used in hand written letters.
X was used in old days for an unknown person. Then a Romeo must have noticed its shape and couldn't draw a heart, probably was suffering from dyslexia.
So it must have poped up from the Shakespeare's tragedy Romeo & Juliet (c.1595). Curiosity is the unknown lover.

I think it comes from the fact that the word "kiss" comes from the Old English word "Coss", which is similar to "Cross" and the letter X is a cross.

actually it is multiple x's which when lined up like "xx" look like lips coming together.
