exactly as you say. I like to saute garlic and onions in a cast iron pan then add hamburger. When brown I layer the creamed corn over the meat and then put garlic mashed potatoes on top, sprinkle some parmesan and pot the whole cast pan right in the oven. easy and yummy! Enjoy!

I've never heard of Shepherd's Pie being made with hamburger as I'm English so no doubt you're American. I would make it as follows:-
Ingredients
Olive oil
1 lb minced beef or lamb
2 medium sized onions, chopped finely
1 large carrot chopped very small
1 level tablespoon flour
1/2 teaspoon mixed herbs
1 tablespoon chopped parsley
1/2 pint hot beef stock
1 tablespoon tomato puree (Not ketchup)
salt and freshly ground black pepper.
For the topping
2 lb potatoes
2 medium leeks chopped
2 oz butter
salt and freshly milled black pepper.
Method
Pre heat the oven to 400degF/ 200 deg C
First fry the onions in the olive oil until soft then add the carrot and minced meat, continuing to cook, whilst stirring, for about ten minutes until the meat and carrot have browned a little. Now season with salt and pepper and add the mixed herbs and parsley. Stir in the flour, mix the tomato puree with the stock, add to the meat mixture and bring to simmering point. Reduce a little to let the liquid thicken.
To make the topping boil the potatoes in salted water and cook the leeks gently in the butter. When the potatoes are done mash them and then stir in the cooked leeks together with their butter and season to taste.
Put the mixture in a well greased baking dish, spread the potato mixture on top and bake in the oven for about 25 minutes. If you draw a fork across the potato surface to make a groovy pattern it will give a delicious crispy browned top.
Options are to add a handful of frozen peas and/or corn to the meat mixture when simmering. You can also add 1/2 teaspoon of cinnamon to the meat for an interesting flavour.

2 cups cooked chopped meat

1/8 teaspoon paprika
1 tablespoon butter
PREPARATION:
Combine meat, gravy, and chopped onion; season with salt and pepper to taste. Line the bottom of a buttered baking dish with a layer of half of the seasoned mashed potatoes. Add meat mixture then cover with remaining mashed potatoes.
Or, meat and gravy can be put in the baking dish first then topped with all of the mashed potatoes. Dot mashed potato topping with butter, sprinkle with salt, pepper, and paprika, then bake for about 30 minutes at 400°, or until potato topping is browned and the Shepherd's pie is thoroughly heated.

I've never heard of using creamed corn in Shepards Pie. I always make it with carrots and onions and peas. Usually the vegetables are mixed in with the meat, and then the mashed potatoes are always on top.
