From the purchasers side, you are responsible to pay your states sales/use tax on items purchased on-line. If the seller does not collect sales tax, you are supposed to report it yourself. There is a ban on taxing internet access. Many people mistake this for a ban on taxing items sold on-line.

If you're shipping a product to the same state where you have "significant physical presence" (your business address counts), you have to charge state's sales tax, and then pay it to the state. Prior to this, you must register as a business with the state. Contact comptroller's office for information.
