There is no reason as to why some people get them.
The medical term for them is hemangioma. They occur when a group of blood vessels group together on one place near the skin. This is now thought to be a genetic trait. In history they were thought to mean very different things, from high intellegence to being special.

It's just genetic instances of hypermelanastic activity....there's really no rhyme or reason to their appearance (or lack there-of), save for whether or not a person's parents are predisposed to 'em...
