by a tour guide of course, because they will tell you the history of the place and you will not get lost (which will waste your time) and you can always ask them if you have questions.

Ideally, with unlimited time, money, and no safety issues, you can have a wonderful experience travelling on your own. But - if you may never return to the area, no matter how many guide books you read or plans you make for each day, you may miss the highlights of the place doing it on your own. That said, even without unlimited time or money, we had a wonderful 10-day trip to Italy about 7 years ago - Rome, Florence, Pisa, many other small and wonderful towns and cities, and the Tuscan countryside. We flew to Rome, saw Rome on our own, then took the train to Florence and drove the rest of the way. It was wonderful but I would never attempt it in many other countries. The Italians are wonderful people.

Both have their Pros and Cons. I try to make my tours lively and interesting...and intrigue people enough so that they pluck up the courage to return and enjoy the resort more on their own.

This really depends on the destination you are referring to. I would need to know that, before I can give my opinion on which was better.
