There are several reasons why a person chooses not to pursue higher education. Here are a few that I can think up of on the top of my head:

1) The family needs help economically and requires that person to supplement the household income by working full time.

2) The person believes that they do not need a high education in order to obtain the job / career of their dreams. Higher education does not exactly mean a better job, it just opens up more doors. Some people have found the “right” door with a high school diploma and are currently happy with their jobs while making 6 figures.

3) Kinda relates with #2, The person is sick of school and wants to enter the work force ASAP. Perhaps she will pursue higher education a bit later in her life.

These are just a few of the many reasons that she may have for opting to not go to college.
Best way to find out is to ask her directly.

It depends on what her priorities are and what's going on in her life right now. Some people don't value education as much as others. Plus, maybe she's going through some hard times, and doesn't feel she can deal with the added stress of college. Some people aren't prepared for being in such new surroundings and situations with people they don't know.

Even though college is free, there are also added financial costs. Books, dorms, apartments, food. I don't know how much this girl would be getting for free, but often there are limitations to what "free" schooling means.

Personally, I value education, but there are people out there who don't find it so important. I think if she's unwilling to go for now, then maybe it's better for her that she doesn't go. If she ends up going against her will, she might end up just wasting time by not learning anything and doing poorly in classes. I don't think that would especially benefit anyone. She might as well give her spot up to someone who's willing to study and do well, and when she feels like it, she can take the time out to go back to college.

College is work- for someone who may have hated high school, college can seem like it is just too much work. Kind of sad when you think about it.

It's probably not totally free, if not monetarily, then there's some other obligation they don't want to get involved in.
