This device is suppose to work for loud commercials,

In a recording studio we use a device called a compressor, it will keep all DB (sound) levels within a maximum and minimum.
I'm not sure if you can get one for a television, but at least you know you're looking for some kind of compressor.

Skim through your owner's manual or bring up the on-screen menu for your tv. From the menu, select audio or set-up. Stay focused on audio options (I don't know what your menu will look like). See if you have something call "night mode", "smart sound", "AI" or the like. Experiment with the settings, you may find your TV came with this capability.

A lot of new TVs have this feature built in, as do DVDs and amplifiers. It's usually called Night mode, or commercial mode.
