It's based in Latin, but isn't Latin. It's just dummy text used to in the typesetting business. The idea is to show you what text formatting looks like without using real language, which would distract you.

It means nothing. It's just rubbish used to fill blocks of text in programs such as FrontPage, to give the user an idea of what the finished document will look like with real, sensical text.

Latin doesn't have w's anyway. Or y's.
