Beagles love to dig. So love the beagle and fill the holes.

Well of course the first problem is, it is after all a Beagle. ;)
You will first have to evaluate the problem carefully to determine what causes the behavior, and just by reading the previous posts, it should be obvious that there a lot of different things that can be the cause.
The first thing that can cause a Beagle to dig (because it is a Beagle) is a smell at a particular place, something was spilled there, died & berried there, whatever. The simple solution to this is to put some of the dogs own waste in the hole and fill it back up with dirt.
Next is temperature, if it is to hot or to cold a dog will dig down to the dirt that is their desired temperature to lay on. The simple solution is providing shelter and water.
If boredom is the problem of course more interaction is the answer.
And the list of possables goes on.

If the dog digs in the same places, you can drive two landscaping spikes (about 10" long each) partially into the ground. Now, wrap a piece of wire around the top of one spike, and then stretch the wire to the top of the other spike and wrap it as well. Now, drive both spikes fully into the ground. The wire will lay down on the ground, beneath lawnmowers, etc. If the dog tries to dig, his paw will hit the tight wire – and he won't like that at all. I have about fifteen of these in my backyard, which has finally recovered from some serious excavations…

Your dog should get plenty of excercise and walks so that he is not digging out of boredom or to burn off energy.

If that is not the problem, then place some of his excrement in the hole and cover it up with fresh dirt. Your dog will be able to smell this through the soil and will not want to dig there. You will need to do this for all of the holes he has dug. If it is one big hole, then find a small boulder or some cement blocks and put them in the hole and then cover it with fresh soil.

Call the Dog Whisperer! Of course a Beagle was bred to hunt rabbits, etc so digging is natural to them. Find ways to keep her/him busy. Walks, Playdates with other dogs, etc.

Shocker...dogs dig, it is in them. They do it for various reasons and breaking them may be difficult. I had a vet tell me to bury chicken wire under the grass, you can go to training class to see if it might help. Maybe the dog is bored, try this if you want. Go to Pets mart and get this cone shaped treat dispenser, you put their favorite treats in it and they play with it to make them come out. It fills the dogs time and he is rewarded w/o you being there. Be patient with the dog.

You have chosen a breed from the hound group...they have a powerful instinct to dig, because they originated to be hunting /digging dogs...rodents, etc...
You have a tough road ahead. My neighbors dog was this breed. He was a great dog, but a relentless barker and digger.

I do'nt have a beagle but if I did, i would put lttle shoes on it so it would have a hard time digging

Good luck, sorry to say I've known of several beagles given away by their humans because of this problem.

I think most dogs dig out of boredom. You could get him one of those treat dispenser balls to keep him busy. If you dont know what it is, its a ball that the dog rolls around and treat falls out.
