There are two kinds of "drug dealers". The mules. Have you seen "Mary, Full of Grace"? They get visas, sometimes, because they have family in the USA and a job to go back to, etc. Anyway, their cases look good to the consular officer. The consul probably rejects far more applications than s/he grants (at $100 a pop just for applying) but which ones? If you know that half are fraudulent, but you don't know which half?

Then there are the wealthy narco businessmen with real businesses as well as the cocaine. If you have an American Express card and a Mercedes Benz you are going to get a visa. And if you are refused, somebody from the Presidency is going to ring the Ambassador and complain. (In some cases, the visa is set up by the FBI as part of a sting, but leave those cases aside.)

Consular officers are doing the best they can, within the resources they are given, trying to ferret out which people asking for visas are going to return home and which are not. Since 9/11 the reject rate has risen, and tourism to the USA -- California especially -- has dropped dramatically. Hotels and travel services are complaining; they have votes.

The Mexican case is somewhat different, but I've written enough and you can extrapolate. In either case, "Each applicant for a Non-Immigrant Visa must overcome the presumption that s/he is intending to immigrate illegally to the United States."

Why am I no longer taken aback. I do imagine he dealt with it nicely. That reasoning of "you seem to be a cocaine broker" is between the justifications i do no longer believe the plan of preventing those who "look" unlawful. Touche!!!! We must secure our borders but we must have INS , & IMMIGRATION reform. It takes the Mexicans 15 years to get a green card for an application. Have you guys heard of the Green card Lottery. The Mexicans aren't even eligible for that program. How racists is that? It is like having 5 children and only given 2 of them pieces of candy while the others are watering and salivating at the mouth in want of a piece.
