A Permanent Residency visa (or Green Card) lets someone live and work in the US without any conditions

An H-1B visa is a work visa for "specialty workers". It is for those who holds a position that requires at least a Bachelor degree, and whose employer is willing to sponsor them for this visa. It is valid for 3 years, and can be renewed for another 3 years. After a total of 6 years, the visa cannot be renewed anymore. The holder has to decide whether to file for a permanent residency (if they're really indispensable for the company, the company can file for a green card for them), or to go back to their countries.
On the other hand, as the words imply, Permanent Residency Visa gives the right for the holder to permanently reside in the US. It doesn't need to be renewed. With this visa, you can work anywhere and anytime in the US, pay taxes, go to school, etc. The only difference a green card holder will have compared to a US citizen is his/her inability to vote. After 5 years of holding a Permanent Resident Visa, the holder can choose to take a test and oral interview, and be inducted as a US citizen. Go to www.uscis.gov for further info.

An H-1B visa is a visa that allows you to work in this country for some period of time as long as you are sponsored by an employer.

Permanent Residency does not have a limitation and you have achieved it through some means such as marriage.

I believe an H1-B visa is one that is given to an applicant who has secured a job in this country, and the employer is sponsoring his residence in this country. Once that sponsorship is expired, the immigrant’s legal residency status in not valid. A permanent residency visa is not contingent on sponsorship or employment.
