The Federal Government disclosed some years ago that germ warfare deliver systems had been tested on the people of the San Francisco area and in the New York City subway system. Do you think that, lacking a demonstrable vector, the e-coli outbreak this year is the same sort of thing?

The question is not about how good a weapon e-coli would be (unmodified) but about delivery system testing. The previous tests involved agents that only killed off a few old people and babies.
