You know, the warnings that they put on tv, saying "...if this had been a real emergency, you would have been told..." I don't understand why these were not activated when the WTC was attacked...? There has never been a more accurate time in tv history to air those warnings. What happened? If that was not what they are designed for, then what are they designed for?

The initial hijackings would not trigger the emergency warning. They simply arent designed to do that.

When the two planes struck the WTC, the entire country was in a state of total denial- but due to the nature of the attacks, the whole incident was likely considered isolated and an unfortunate result of the hijacking.

It wasnt until after the fact that the true nature was revealed and Americans considered it an attack...well, some Americans. Hindsight is 20/20 (or so we would like to believe), but it is an interesting point you make.

The warnings are more for 1) missile warnings 2) Tornado sightings 3) other eminant disasters such as floods and dam breaks.

Like everything else in this world, the first time something is done it surprises the people that it is done to. People have to learn by experience,..they have to remember what happened before and then apply what they learned from that previous experience.

If you have to find fault, find fault if it happens again and again.

An example of learning from experience is what was done by the people in the aircraft that crashed in the Pennsylvania field. They knew what was happening and they took action to prevent the aircraft from striking some important building.

The people in the aircraft that struck the first two towers, and the people manning control towers and emergency centers, had no idea what was taking place.

Who would have believed that the high-jackers intended to commit suicide by deliberately flying into a tall building. Now that we know about the kind of suicidal idiots we are dealing with, we can take the best action against them.

You need to understand about the history of hijackings. We experienced many hijackings. That is why the people stayed calm. In the past what happened was the plane was flown to another country, the passengers were then released and everything was fine. That is why we didn't shoot down any airliners. Why kills hundreds of people when history showed the worst that would happen was their schedule would be thrown off. That is why all the planes across the country were ordered to be grounded. To see where we were at. You don't throw panic out there if you don't need to. The Media was giving this full coverage from the start and you were given updates from the start. The immediate danger was over very quickly.

Not clear what CD warnings you are referring to. But there were plenty of warnings...all of them too late, however. The FAA grounded all flights except military, for example. The NYPD/NYFD were alerted within minutes of the first WTC impact. Even way out in San Francisco, we saw increased surveillance of possible targets...but way after the first impact.

Do not know for sure, but I do know that a lot of the Manhattan telecommunications system went through ground zero so it could have been out.

I think they are mainly designed for large scale war or nuclear attack.
I have also seen them for tornado warnings.
