Because it contains free oxygen, which helps develop the flavor. Boiled water has the oxygen removed. This is why tea is best made w/ cold water than is brought to a very high heat but still below the boiling pint.

Cold use to be better cause of free oxygen. However nowadays if you use cold water you may get the taste of floride or chlorine in the water. So if you don't want that awful taste of chlorine or floride than boiled water is best!

Hot water has a lot of metals in it. You should be using cold water for everything you want to boil up.

There is less sediment in cold water, makes it more pure
