call the aspca and tell them where you live and they will probably have some out there to take care of the situation. if there is any open widows try to put water and some food in there for the dog. you can't remove the dog yourself because you will get in trouble, let the aspca do that. did the owners just leave him, and if so let the aspca know that they will try to track the owners down. after that all you can do is sit back and wait till they arrive to take care of the problem.

There has to be the SPCA or Humane Society near by. Get in contact with them. And if that does not work go to the news media, they always have the ways to get someone moving including the "law".

I dont know where you live, but generally there is some sort of Animal Control center at County level in most areas. Try looking in your phone book under the County offices.

Is the house abandoned? If so, you have the right to 'rescue' the trapped animal. Contact the local FD and see if they will break down the door to get the trapped animal out. If not, does your area have a local humane society chapter? Contact them and see if they can help.

Animal Control or animal rights activists. If I knew honestly noone was there, I would attempt to go in, only because if there is an owner they might have a heart attack and is lying dead on thier floor for all you know. I'm pretty sure all states have animal control.

look in your telephone book for the closest humane society and they should be able to help. in the meen time try to get food and water to the poor thing, even if it means putting it through the letter box cause it wont survive much longer otherwise. Good luck.
