Jager is a type of bitters flavored mainly with licorice. Since each bitters is different there isn't a cheaper exact substitute. However if you just want the licorice flavor, there are other drinks like Anisette, or pastis that have a similar flavor.

Look in your local liquor store or go to a wine and spirits store and ask them for a recommendation for any other brand of herbal based liquer that is similar in taste, body and texture... any respectable retailer worth their salt will be able to help you...
