I think part of your issue with this dog is that you are punishing him for going potty. I understand that you don't want him to go in the house, but if you punish him for going potty, he just gets scared and confused. Dogs usually need to go potty right after they eat, so if you aren't already feeding on a schedule, that might be a good place to start. Feed then take him outside. Keep an eye on him if possible, you can tell when they need to go, or if you catch him in the process, immediately take him outside to his potty spot and praise the heck out of him if he continues to go.
If you can't be home all the time to watch him, I would invest in some puppy pads, they attract the dog to go on them and not all over the house while you are gone.

Try going to OBEDIENCE classes with him - it will help establish you as the alpha AND it will teach you appropriate training methods.
Punishment is only half of the issue - you also need to PRAISE the dog when he does it right. So he will realize that going inside is bad, and outside is good. He needs both ends. However, you have to catch them in the act inside for the punishment to do any good. They don't have great short term memories, and if they pooped inside an hour ago, and then you start yelling, they don't really understand what they did wrong.
You could also consider crate training your dog. it is NOT cruel, and it works quite well.
Dogs can be house trained at any time. But it is NEVER the dogs fault. The owner needs to take responsibility to learn proper training methods and USE them consistently.

I've had a few dogs over the years, the best way I have ever trained them and has worked everytime is to keep them in the cage, box or what ever you have. Only let them out to go out side, play or eat and drink. It takes two days and they understand. A dog won't do his do in the place that they sleep. If they wine alot, put a clock that ticks next to their cage. This keeps them calm. Good Luck.

He may cannot hold it or you are not allowing him enough time while outside to do his business. Try keeping him out on the leash a little longer until he fully relileves himself outside.
If all else fails crate train him and you will see a difference in a few weeks.
