No it is never cannibalism when you are eating fictional creatures. This rule not only applies to mermaids but also trolls, elfs and various other humanoid yet non existent creatures. I wouldn't rely on them as part of your daily diet though as you might starve.

mermaids are a seperate species to humans, we have legs. so no it would not be cannibalism.
