So ask yourself.

Do you want to see him in a sweater? Or do you want to see him in boxers?

Deepends on how long you've been going out. Me personally I buy him a cute sweater. Then on the other I would also buy him Boxer. Ask you Bf to see what he wants. You can always give him a gift card or cash so he can treat his lady to a nice dinner after his birthday.
