Are the seeds poisonous or do they make things more spicy?

Neither -- the seeds are completely edible, and they have no spiciness themselves.

However, the middle of the pepper (called the placenta) is where up to 85% of the capsaicin is stored -- capsaicin is the chemical that makes chiles feel hot. So while the seeds themselves have no capsaicin in them at all, they often get lots of capsaicin rubbed onto them, so they can make food more spicy.

The very tips of chile peppers typically have very little capsaicin in them, so you can play a mean trick by taking a good-sized bite off the end of the pepper, saying "Hey, this is good! Try some!" and then offering it to a friend. The next bite will have the placenta in it and will make steam come out their ears.

The heat of the jalapeño lies in the seeds and membranes of the pepper. They are not poisonous, but if you don't want your receipe to be overly spicy, take out the seeds and the membranes before chopping, slicing, etc.

No the seeds aren't poisonous but they do carry a kick to 'em. Think of it this way, they're a concentrated pepper in a little package. I made salsa once without removing the seeds and it was WAY TOO SPICY for me.

They aren't poisonous, but they do contain a higher concentration of the oil that makes things spicy.

That's only for fresh, with jarred or canned the oil is pretty evenly distributed.

they are spicier than the rest of the pepper. if you do cook with the seeds the peeper will be less spicy.

Poisonous? That would be kind of silly. They do make things hotter, though.
