Ok, back up a second!
This makes no sense.
Are you saying that you had an accident with someone who had a revoked license and the insurance company would not pay the claim because of it? Some policy contracts exclude coverage if the driver of the vehicle is driving on a suspended or revoked license. If it's in their contract they can enforce it. Maybe the person had a valid license when he got the policy.

Or are you saying he had a revoked license, no insurance, hit you, then tried to get insurance? Well of course they aren't going to pay then. He'd have to actually have a policy when the accident occurred.

The question and explanation could use some work, I got a headache trying to make sense of it.

I'm sorry, I don't understand your question. What are you asking? If the other person was at fault, they, not an insurance company, owe you to get your losses made whole. Obviously people without a license are not allowed to drive. It doesn't mean they don't, but it does mean they are not allowed to. In many states not paying your insurance premium when due will directly lead to your license being revoked. This may be the case in your situation. Once they get insurance again, and the state is notified of that, usually by an SR-22 filing, they could get their license back. If they did not have insurance at the time they hit you, obviously insurance wouldn't pay them back after they have paid you for your loss. I don't know if this answers your question or not, but just by the title, "Why do insurance do not pay up when other drivers are at fault and revoked license?" the answer would be they do if insurance is in place, but again, to the person who has paid out a loss claim as reimbursement to them.

Have you made a claim with your insurance company? If not, do so and they will assist in whatever you need to do regarding the rest of it.

If the driver at fault did not have insurance at the time of the accident, he cannot obtain insurance after the fact.
If he ever had insurance and his license was revoked, the insurance co. is notified and would have canceled his insurance.

Your collision insurance will pay for your damage, less your deductible amount.
