NO EAGLE!

This is covered in Rule 18-5, Ball at Rest Moved by Another Ball. There is no penalty to either player as long as this procedure is followed: The person whose shot struck the ball at rest plays his ball as it lies; the person whose ball was moved returns the ball to its original position.

He gets to replace it at no penalty.

If they were on the green, and player 2's ball hit player 1's ball, then player 2 would be assessed a 2-stroke penalty for failure to ask playing partner to mark his ball.

Player one must remove the ball from the hole and replace it as near as possible to where he believes it came to rest and should he make that putt will score a three. Should he not replace the ball he is disqualified and has no official score. In match play he would simply lose the hole,

I believe the rule is, player 1 must replace his ball as close as possible to the original spot and take his 3rd shot -- no penalty. However player 2 incurrs a 2 stroke penalty.

player one plays his third shot from as close as possible to his original location, 2nd player from where it lies. No penalty to either.
The situation would be different if they were putting, but then again that is not what you asked.

Replace it where it was. No penalty. The ball that hit the object ball will stay where it lays. No penalty.
