The time spent saying the 1st phrase is shorter than the 2nd.
At least it helps when you're nervous....(^_^)

I love you means that how much they care for you and I am in love with you means I want to spend the rest of my life with you.

In reality, there is no difference besides the wording. Just on interpretation.

I love you is more direct while the latter is more distant, though they both mean the same thing.
