You just tell her "So and So...I think you are a great person and I would still love to be friends with you but in the long run can you honestly say you see us together. I can't there are to many differences between us and I would rather you be with someone that can make you more happy than i ever could."

Women don't like it when men beat around the bush. Just say "NO, I am sorry to hurt your feelings, but I just don't want to date you." Then there will be no way that she can say that she didn't understand. Then quit talking to her and giving her hope if you are doing that. There is not anyway that a woman and a man that has had a relationship in the past can "just be friends" . Not usually anyway.

Be kind but firm. Tell her you don't think you're right for each other. If she still tries to get back together with you a couple weeks after that, tell her you're already dating and that you're happy. It might also help to stop taking her calls after a while.

Tell her the truth. Tell her that you don't want her like that and if you guys got back together you would feel like you aren't putting 110% into the relationship.

Why did you guys break up in the first place? Just tell her maybe in the future but right now I don't want to see anyone.

If I were you I would have a long talk with her and see what she want's out of the relationship. If it is a compromise that you can not make with her then don't bother waisting your time.
