I assume you want flying aircraft. A flying two seat MiG-21 will go for about $150k. The MiG-23 is another issue, the last one I saw on the market was asking $750k.

Buying and operating are two different things. Many former military type aircraft jet and otherwise have been released to the private sector sans armament of course. These warbirds come from all over the world and are usually imported into the US by distributors capable of maintaining these aircraft and offering specialized pilot training programs to meet FAA standards and regulations. Prices vary depending on the condition of the aircraft and availability of spare parts. Also the more rare the aircraft the higher the asking price.
Your best bet is to get a copy of trade-a-plane an industry publication marketing all aviation related. You will find advertisements as well as classifieds regarding the availability of aircraft and training for MIG as well as any other aircraft you may imagine.
The FAA has passed recent regulation pertaining to pilot qualification and required training to operate the jet type warbirds

I can get you into a Mig 21 for a little over $250,000. You needs spares, parts.
But a better plane would be a trainer like the L-39 Albatros. I can get those for around $75,000 with just over 2000 TT hours. Low time on the motor. Won't go supersonic but much more forgiving.
I don't know about the Mig21 but the L-39C is certified to fly in US airspace.
