It wasn't the Welsh clergy: it was the Government of Her Majesty Queen Victoria which enacted the Sunday Closing (Wales) Act in 1881, after an Inquiry by a Royal Commission with both sides showing a great deal of "hwyl" in arguing for their particular side. One argument in favour was public order; another was improved health and yet another was improved attendance at work on Mondays. So, no: it wasn't the Welsh clergy who closed the pubs, although they were hugely influential in arguing and campaigning in favour; but yes, the idea of getting people back to work in good form on Monday, relieved no doubt to get back to some form of active life and the prospect of a pint with their mates after work, was one of the great motivations behind this. Actually, I blame the English, who were flooding into Wales at the time to take up jobs in the coal and steel industry and were leading the Welsh astray.
